Paul Herchman, CEO

Mr. Herchman has been a leader in the healthcare arena for more than 26 years. He is an executive with experience in the development and management of medical /aesthetic services and product sales. Mr. Herchman served as chief executive officer of MedSurge Advances, Inc. building a leading independent national aesthetic distributor in the United States from March 2003 until October 2006. MedSurge Advances was named as the 387th fastest growing private company in the United States in Inc. magazine’s 2007 Inc. and according to Inc. was the highest-ranking company in the field of aesthetic medicine.

Mr. Herchman founded Medical Alliance, Inc. (“MAI”) in Dallas, Texas and served as its chairman and chief executive officer from 1989 to 2000. MAI provided a turnkey service enabling physicians to transfer surgical procedures out of hospitals and surgery centers and into their offices. MAI became the nation’s leading provider of office-based surgical and aesthetic services having 19 business units operating in 42 states. During Mr. Herchman’s tenure as CEO the company was designated in 1992 as the 7th fastest growing private company in Dallas, Texas by the Dallas 100 awards sponsored by the SMU Cox School of Business, named by Inc. magazine, in 1994 as the 317th fastest growing private company in the United States, in 1996 MAI completed an initial registered public offering of common stock underwritten by Bear Stearns, Sun Trust Equitable Securities and was listed on the NASDQ as MAII. MAII completed the sale of its assets to ICN Pharmaceuticals, Inc. at the end of 2000.

Mr. Herchman has also served on the Board of Directors for The American Society for Laser Medicine and Surgery and SONA International, Inc. He received his degree from Texas Tech University in Lubbock, Texas.

James E. Finnegan, President

Mr. Finnegan has more than 12 years of experience in the healthcare industry. His past achievements include leading the development of four successful healthcare start-up ventures. Mr. Finnegan served as Chief Executive Officer of Core Dimension Training Corporation www.coredimensiontraining.com, a leading training organization of physicians for personal and business advancement into the aesthetic medicine field from traditional medicine. In 2004 and until late 2006, Core Dimension Training had an association with Med-Surge Advances as a strategic partner to provide consulting services to customers of Med-Surge Advances.

Since 1999, Mr. Finnegan has owned and operated eight cosmetic laser clinics: Fountain of Youth Phoenix, Fountain of Youth Scottsdale, Fountain of Youth Anthem, Aesthetic Lite Touch, Pacific Laser & Skin, Foothills New Image, Foothills Laser & Skin, and Agea Laser & Skin.

In July 2003, Finnegan started Cryo-Med, a company specializing in the treatment of prostate, liver, breast, and kidney cancer with cryo therapy. In January 2001, Finnegan was invited to work with Medicis the Dermatology Company, a role that gave him day-to-day responsibility of managing the sale of several products, including Lustra®, Restylane®, Loprox TS®, Triaz® and Orapred®. Mr. Finnegan was named National Sales Manager in July 2000 for ICN and assumed full sales management responsibility for the company. In 1996, Mr. Finnegan founded Laser One Services. Laser One Services provided physicians with access to the latest in laser technology. In 1998, MAII acquired Laser One Services and employed Mr. Finnegan as an executive to help execute its national growth strategy.

Mr. Finnegan graduated from Brigham Young University with a bachelor’s degree in Business Administration and Psychology.

James A. Tacker, Director of Accounting and Operations

Mr. Tacker has been a founder, partner, or manager in multiple entrepreneurial ventures over the last thirty five years providing consulting, CFO functions, litigation support and, system and operational review. His experience in government, public accounting, technology, transportation and warehousing, distribution, and retailing provide him a solid foundation to analyze, develop and implement business opportunities.

Mr. Tacker’s development of work fundamentals and ethic started initially with participation in various family retailing and service businesses. After graduation from college, initial work experience included the Department of Defense and the Internal Revenue Service, and continued in public accounting.

In 1979 he founded a public accounting firm which was subsequently sold to a national accounting firm in 1985 and remained with the national firm through 1987. In 1987 he founded a second public accounting practice focusing on tax and consulting, while searching for new ventures.

In 1989 he was an original partner in a multi-location, multi-state transportation, warehousing and distribution company, and in 1993 he left to pursue other entrepreneurial ventures in retail distribution, telecommunications, and consulting and advisory services. Beginning in 1993 he served as COO and CFO for a national sales and distribution company of high value, controlled products to retailers servicing over 15,000 locations throughout the U.S. In 1995 he co-founded a subsidiary company to distribute prepaid telecommunications products through alternative distribution channels, and sold this business in 2000. In 2000 he founded his third public accounting firm providing tax and consulting services. In 2004 he co-founded and managed a national sales company representing a Canadian DNA testing laboratory for genealogy and infectious diseases for the veterinary and animal markets.

Mr. Tacker is a member of the Texas Society of CPA’s and has served Children’s Oncology Services of Texas Ronald McDonald’s House of Dallas (Treasurer/Executive Board Member, 1981-1989), Dallas Area Parkinson’s Society (Treasurer/Executive Board Member, 1989-1992) and UTSWMS Medical Research Committee (1993).

He received his BBA Economics/Accounting from Southern Methodist University, Dallas, TX and is a Certified Public Accountant.
